About Ceylex
Owner, builder, operator — by design.
Ceylex Renewables is an integrated renewable energy company that develops, finances, constructs, owns and operates wind, solar and hydropower infrastructure. 78.9 MW in operation across 11 project companies in Sri Lanka — with EPC delivery proven internationally in Nepal.
Our story
Shaped by the hardest conditions in the market
Ceylex Renewables was incorporated in Sri Lanka in 2019, in a market that combines strong renewable resources with complex terrain, remote sites, infrastructure constraints and an evolving regulatory environment. Those conditions shaped how we work: disciplined development, close stakeholder coordination and the ability to manage technical, commercial and operational risk over long project cycles.
From that foundation we built a diversified portfolio — utility-scale wind in Sri Lanka's northern and north-western corridors, solar facilities across multiple regions and run-of-river hydropower in highland terrain. The portfolio spans both greenfield developments and brownfield assets acquired and operated by the company, demonstrating capability across every stage of the asset lifecycle.
Today we operate through two complementary models: Build-Own-Operate, under which we invest, finance, construct and retain long-term ownership of our plants; and EPC, under which we deliver projects for others — a capability proven internationally with the completed 10 MW Makari Gad hydropower project in Nepal.
That operating base now supports our next phase: expanding our owned portfolio, extending EPC beyond Sri Lanka, developing battery energy storage capability and pursuing selected opportunities across Asia.

Why CEYLEX
Integrated Delivery, One Point of Accountability
Ceylex controls the full project lifecycle — development, financing, engineering, construction and operations — within a single platform. No fragmented responsibility across contractors, no gaps between interfaces. One partner accountable from feasibility to long-term performance.
We Own What We Build
As a long-term Build-Own-Operate investor, Ceylex designs and constructs to lifecycle standards, not handover standards. Our interests stay aligned with lenders, utilities and communities for the operating life of the asset — proven when we restored the Bambarapana plant to full operation after cyclone damage.
Proven Where Execution Is Hardest
Our track record was built in demanding conditions: two wind farms delivered during the COVID-19 pandemic, a flagship 20 MW project brought to grid through complex stakeholder and regulatory challenges, and a 10 MW hydropower EPC completed in remote Himalayan terrain in Nepal. If a project can be delivered, we deliver it.
Financing Capability, Not Just Engineering
Ceylex structures and secures financing as a core competence — including a LKR 6.5 billion securitisation, a LKR 3.2 billion secured facility, and a single syndicate loan consolidating six project companies — with transactions completed even through severe macroeconomic pressure. Bankability is built into every project.
Multi-Technology Depth
Operating experience across wind, solar and hydropower — 78.9 MW across 11 project companies — means sharper project assessment and lessons transferred across technologies, sites and markets. Backed by ISO 9001, 14001 and 45001 certifications and a team of senior Chartered Engineers.
